AOVI

AOVI is a public participation tool designed to support inclusive dialogue, participatory planning, digital networking, and the coordination of public participation activities. Participants can contribute their perspectives on key questions and interact with others’ contributions, generating qualitative data and enabling multilevel stakeholder engagement.

AOVI combines data storytelling, urban data governance, and participatory methods that can be tailored to different groups and local contexts, including youth, women, and girls. It can also support networking, knowledge exchange, and longer-term civil society engagement.

Through this Open Call, potential partners are invited to deploy and/or adapt AOVI to a new context and explore its application in addressing locally identified participation needs. In collaboration with UNITAC, selected partners will adapt and further develop the tool to respond to local challenges and priorities and contribute to more inclusive and sustainable urban development.

Requirements

1. General Partner Requirements

For applications involving collaboration between governmental and non-governmental entities, the following partnership arrangements are accepted:

  • Consortium: A consortium of governmental and non-governmental entities, for example involving a civil society organisation, urban planning lab, or similar organisation.
  • Cooperation agreement: A formal cooperation between a governmental and a non-governmental entity, documented through an enclosed Letter of Intent.

The local partner is expected to ensure:

  • Local stakeholder engagement: Established connections with relevant stakeholders and the ability to facilitate access to the community data required for the project.
  • Capacity to use the tool: Relevant staff and technical teams are available and prepared to adopt and actively use the tool in participation, planning, policy, or implementation processes.

     

2. Resource Requirements

The local partner is expected to allocate the following resources and capacities:

  • Project coordination and research: A dedicated focal point should be available for a minimum of 2 weeks to at least 1 month, depending on the project scope and required level of customization for AOVI.
  • Long-term operational capacity: Sufficient capacity and commitment to operate, maintain, and integrate AOVI into relevant institutional processes following implementation.

     

3. Technical Requirements

Based on our experience with previous implementations of AOVI, we recommend the following technical requirements from the local partner for successful implementation.

  • Cloud server meeting the following specifications:
    • Operating system: Ubuntu 26.04 LTS
    • RAM: Minimum 4 GB; 8 GB recommended
    • CPU: Minimum 4 vCPUs; 8 vCPUs recommended
    • Storage: Minimum 128 GB SSD; 256 GB SSD recommended
  • Domain: One public domain with 2–3 subdomains available for deployment.
  • SSL certificates: Required SSL certificates for the domain and subdomains.

 

Who is it for?

For this Open Call, UNITAC invites local and regional governments to submit project ideas addressing their most pressing urban challenges through UNITAC digital solutions.

Non-governmental organisations, including civil society organisations and urban planning labs, are also eligible to apply, provided they work in direct partnership with a local or regional government that will be responsible for implementing the proposed tools.
